Definition of Equalization Payments
The Canada social science dictionary [1] provides the following meaning of Equalization Payments: Funds transferred from the government of Canada to some of the provinces to compensate them for having a smaller per capita tax base than other provinces. The intent of the payments is to support a comparable level of provincial government services across all of Canada. Historically, Ontario has been the chief net contributor, via federal taxation, and Quebec the chief net beneficiary. The Atlantic provinces, Manitoba and, from time to time, Saskatchewan are also recipients, while Alberta and British Columbia have been net contributors.
